This session provides an overview of the basic terminology used in discussing financial statements and covers the following topics:

  • Financial reporting framework used by PHAs to account during the year (i.e., cash vs. GAAP-based transactions)
  • Monthly financial statements provided by fee accountant or finance and how these financial statements differ from year-end financial statements
  • Types of reports a PHA should have available on a monthly basis (including those reports that a fee accountant typically would provide)
  • Use of financial statements for monitoring.

Review of the various reports and schedules that an auditor will prepare as part of an audit.

WHO SHOULD ATTEND: Housing authority staff and Board members whose responsibilities and/or duties include reviewing the PHA’s financial statements and monitoring financial performance, such as Executive Directors and other senior management.

COURSE FEE: The fee for this 3-hour course is $179 per person

Housing Choice Voucher Year-End Reporting

   HCV Track        ED 101 Track  

This session will discuss financial management and reporting as well as FDS reporting. The following topics will be covered in this session:
  • Proper accounting for revenues and expenses
  • Calculating restricted net position (RNP) and unrestricted net position (UNP)
  • Accounting for special issues such as fraud and portability
  • Reconciliation of VMS to the FDS
  • Changes in FSS escrow reporting
The focus is on HCV reporting; however, the session will also discuss reporting of the Mainstream and Emergency Housing voucher programs and reporting requirements for CARES Act HCV and Mainstream funding (FDS Column 14.EHV and 14. MSC) to ensure that PHAs have reported these funds correctly.

Operating Budgets

      PH Track        ED 101 Track  

HUD requires PHAs to prepare an Operating Budget for the Public Housing program. While not required, agencies should prepare operating budgets for all programs administered by the PHA (e.g., Housing Choice Voucher, COCC, Rural Development, etc.) In this session, we will discuss:
  • Purpose and HUD’s requirements for the Public Housing Operating Budget
  • Steps in preparing an Operating Budget
  • Effective budgeting techniques, including documenting assumptions and initiatives
  • Relationship between the Operating and Capital Fund budgets

Note: This session emphasis is on preparing operating budgets for the Public Housing program.

WHO SHOULD ATTEND:

  • Public Housing | Financial Management Track - Housing authority supervisory / program staff, accounting and financial management staff, and independent auditors wanting to understand HUD’s program rules, financial and accounting requirements for the Public Housing program.
  • HCV | Financial Management Track - Housing authority supervisory / program staff, accounting and financial management staff, and independent auditors wanting to understand HUD’s program rules, financial and accounting requirements for the HCV program.
  • ED 101 Track - Executive Directors with less than 3 years of experience in the ED position and Public Housing or HCV supervisors interested in advancing to an Executive Director position.
