You are receiving this email because you previously attended an Affordable Housing Forward webinar, and we want to be sure your agency is aware that it may be eligible for FY 2026 Operating Fund shortfall funding. To receive these funds, an application must be submitted through the Shortfall module in the Public Housing Portal by 5:00 PM ET on Tuesday, May 5, 2026 (HUD does not accept “just a few minutes late,” unfortunately).

The application is straightforward and consists of:

  1. SF-424 (Application for Federal Assistance)
  2. The Executive Director’s signature (electronic or wet)
  3. Certification An Improvement Plan is no longer required—one less item on your to-do list.

Background: Congress has provided $337 million in shortfall funding for FY 2026. The Operating Fund Shortfall PIH Notice 2026-10 was issued on April 27, 2026.

The estimated shortfall amount is based on the lesser of a) the amount needed to bring a PHA’s operating reserves to three months, or b) the amount needed to restore proration to 100 percent. A second layer of eligibility considers the amount needed to bring PHAs up to three months of operating reserves.
